IDD Services

IDD services are a variety of supports for people with intellectual disabilities. These include Integrated Community Services, Family Waiver Programs and Adult Day Programs which help individuals live in the community rather than institutions.

Community Integrated Habilitation

The Community Integration and Habilitation (CIH) Waiver program provides Medicaid Home and Community-Based Services (HCBS) to participants residing in a range of community settings as an alternative to care in an intermediate care facility for individuals with intellectual disabilities (known as an ICF/IID) or related conditions.
The CIH Waiver is for individuals with an intellectual/developmental disability or autism who have substantial functional limitations, as defined by 42 CFR 435.1010. However, entrance into services under the CIH Waiver only occurs when an applicant has been determined by the Division of Disability and Rehabilitative Services (DDRS) to meet priority criteria of one or more federally approved reserved waiver capacity categories, a funded slot is available, and DDRS also determines that other placement options are neither appropriate nor available
If you need priority access and there is still a space open in the category you need, you can choose to live in your own home, your family’s home, or a community setting that is appropriate for you. People who use a waiver program develop an Individualized Support Plan (ISP) using a person-centered planning process guided by an Individual Support Team (IST). The IST is made up of the waiver participant, the participant’s Case Manager, and anyone else the participant chooses, but typically family and/or friends. With the IST’s help, participants select services, choose service providers and develop a Plan of Care/Cost Comparison Budget (POC/CCB).

The CIH Waiver provides access to meaningful and necessary home and community-based services and supports, seeks to implement services and supports in a manner that respects the participant’s personal beliefs and customs, ensures that services are cost-effective, facilitates the participant’s involvement in the community where he/she lives and works, facilitates the participant’s development of social relationships in his/her home and work communities, and facilitates the participant’s independent living. CTI provides the following services under the CIH Waiver:

  • Community Transition Services
  • Electronic Monitoring
  • Facility-Based Habilitation – Group
  • Facility-Based Habilitation – Individual

Family Waiver Programs

In order to provide IDD services, Indiana has implemented Family Waiver programs. Under this program, eligible individuals and their families receive support and services that are not otherwise available through other waiver programs. The goal of the Family Waiver program is to help IDD individuals live as independently as possible in their own homes and communities. Services that may be provided under the Family Waiver include case management, respite care, personal care services, and therapies. In order to be eligible for the Family Waiver program, IDD individuals must meet certain criteria, such as being at risk of institutionalization or being unable to live safely in their homes without support and services.
IDD Waiver program services may include:
  • In-home support services
  • Community living supports
  • Employment services and supports
  • Day habilitation or other day activities
  • Respite care
  • Transportation
  • Therapeutic recreation

Adult Day Programs

IDD adult day programs are designed to meet the needs of individuals with intellectual and developmental disabilities (IDD), as well as their families. These programs provide a safe and supportive environment for participants to socialize, learn new skills, and receive needed IDD services. IDD adult day programs often include a variety of activities, such as arts and crafts, music therapy, and recreation. In addition, IDD services staff members are on hand to provide support and assistance as needed. IDD adult day programs can be an invaluable resource for individuals with IDD and their families, helping to improve quality of life for all involved.
